CEN/CLC JTC 25 develops deliverables for Data Management, Dataspaces, Cloud and Edge in conjunction with the European Trusted Data Framework, based on but not limited to standards on: - Management of data rights; access rights management, information; interoperability (technical, semantic, behaviour, policy); data processing, data exchange protocols, and data formats; data processing in the cloud and on the edge; Application Programming Interfaces (APIs) for interoperability of data assets and data products management and searchability; and data sharing system while ensuring cross-sectoral and cross-system interoperability. |

The European Telecommunications Standards Institute (ETSI) established the new Technical Committee on Data Solutions (TC DATA) in February 2025. The committee's mission is to develop technical standards and specifications for distributed data infrastructures, services, and applications, with a strong focus on supporting European data regulations like the EU Data Governance Act and the data-related aspects of the EU AI Act. ETSI’s TC DATA aims to promote responsible data sharing, enhance privacy and security, and drive innovation in relevant data intensive technologies -namely advanced Artificial Intelligence and Machine Learning. With the proliferation of AI and in turn, agentic AI applications, means data sharing patterns become more complex and require open infrastructures to address unprecedented interoperability requirements. Data representation and availability, data access control, data consistency and data privacy preservation are all fundamental aspects that need to be considered as data volumes and the need for cross-sector data sharing soars. |

Rolling Plans have occurred 2022-2025 and are reveiwed and updated each year. The Rolling Plan for ICT standardisation is a working document published by the European Commission, taking into account the inputs from the expert group “European Multi-Stakeholder Platform on ICT Standardisation”. It is complementary to the Annual Union Work-Programme, formal document adopted by the Commission that identifies the strategic priorities of standardisation. The Rolling Plan for ICT Standardisation provides a unique bridge between EU policies and standardisation activities concerning information and communication technologies (ICT). This helps to increase convergence of standards makers’ efforts towards achieving EU policy goals. This document is the result of an annual dialogue involving a wide-range of interested parties as represented by the European multi-stakeholder platform on ICT standardisation (MSP). The Rolling Plan focuses on actions that can support EU policies and does not claim to be as complete as the work programmes of the different standardisation bodies. Standardisation actions identified in this document to support EU policies are complementary to other instruments, in particular the Annual Union Work Programme (AUWP). The Rolling Plan attempts to list all known areas where ICT standardisation could support EU policy objectives. It also details the requirements for ICT standardisation, translates them into actions and provides a follow-up mechanism for the actions. |
